Why India Uses Different BMI Cutoffs

The WHO's Asian BMI cutoffs put overweight at 23 and obese at 27.5. Here's why they exist, how they differ from the global scale, and who they apply to.

If you've used a BMI calculator set to India and seen a different category than a global calculator gave you, you're not imagining it. The World Health Organization publishes a separate set of BMI cutoffs for Asian populations, and they matter for how you read your result. This guide explains what they are, where they come from, and who they apply to.

Two scales, one formula

First, an important clarification: the formula doesn't change. BMI is still weight in kilograms divided by height in metres squared, exactly as described in How BMI is calculated. What changes is the cutoffs — the boundaries between categories.

Here are the two scales side by side:

The underweight threshold is the same, but on the Asian scale, overweight begins at 23.0 instead of 25.0, and obesity begins at 27.5 instead of 30.0. The categories are shifted downward.

Why the cutoffs are lower

In 2004, a WHO Expert Consultation reviewed evidence that South Asian, Chinese, Japanese, and other Asian-ancestry populations tend to develop weight-related health risks — such as type 2 diabetes and cardiovascular disease — at lower BMI values than the general global cutoffs assume. In other words, the same BMI can carry more metabolic risk in these populations, often linked to a tendency to store more visceral (abdominal) fat at a given weight.

Rather than a single global standard understating that risk, the WHO endorsed lower "action points" for these groups. The consultation's findings were published in The Lancet in 2004 and are the basis for the Asian scale above.

What this means in practice

Consider a BMI of 23.5 — the worked example from How BMI is calculated. On the standard scale, that's comfortably normal weight. On the WHO Asian scale, the same 23.5 is overweight, because overweight starts at 23. Nothing about the person changed; only the yardstick did.

Who these cutoffs apply to

The WHO Asian action points are intended for people of Asian ancestry, which is why they're the default for our India regional pages. A few practical notes:

  • They're about ancestry and physiology, not the country you happen to be in. If the lower cutoffs reflect your background, they're the more informative scale for you wherever you live.
  • Some individual countries — Japan, China, and South Korea among them — apply their own stricter national cutoffs that differ slightly from the general WHO Asian action points. Our calculator uses the general WHO Asian cutoffs, not country-specific variants.
  • If you're unsure which scale fits you, comparing both is genuinely useful — and a lower reading on one scale isn't a reason to dismiss a higher reading on the other.
These cutoffs exist because the same BMI can mean different levels of risk in different populations. They're a screening refinement, not a diagnosis — the goal is to flag risk earlier where the evidence supports it.
